Canadian Chamber urges federal government to involve small business in Job Grant Program

In this year’s federal budget, the government introduced the Canada Job Grant which takes a new approach to using $300 million of the total annual $500 million in block training funding transferred to the provinces and territories under current Labour Market Agreements (LMAs).

The Canada Job Grant will require matching funds from employers as well as from provinces and territories. Businesses with a plan to train Canadians for an existing or better job will be eligible to apply for the grant. The grant will provide access to a maximum $5,000 federal contribution per person towards formal training at eligible training institutions (community colleges, career colleges and trade union centres). In total, the grant would provide up to $15,000 per person, including matching provincial/territorial and employer contributions.

It is our intent to ensure the grant program is designed to be effective and accessible to businesses. While small businesses provide a lot of on-the-job training for employees, they are usually less able to offer formal off-site training, as compared to larger companies. Cost and time are cited as the major barriers to small businesses’ ability to offer employee training.

To that end, we are urging the federal government to involve small businesses in the design of the Canada Job Grant program to ensure it:

• is simplified in its requirements, eligibility and paperwork in order to encourage these employers to initiate training of existing or potential employees;

• recognizes that small businesses lack the time to locate training resources and;

• provides consolidated training information and resources in one online location, tailored for small business according to their size.
